          Refugees in Norway are regularly spied on and threatened by agents of the governments they fled, confirms the acting leader of the counterespionage unit of Norway’s police intelligence unit PST (Politiets sikkerhetstjeneste). Refugee advocates are calling for Norwegian authorities to do more to protect them.

          “PST has worked on several cases where the refugees’ families in their homelands have been put under pressure,” Ola Børresen of PST told Norwegian Broadcasting (NRK) on Thursday. Børresen said that “between five and 10” countries conduct what PST calls “refugee espionage” in Norway, “and we have seen several examples where families in the homeland are pressured.”

          Scaring them into silence
          The goal is to silence critics of authoritarian regimes, and Børresen said the spying and threats against both refugees and their families back home are an effective weapon against regime critics.

          Based on Børresen’s assessment of the frequency of refugee espionage in Norway, the case of an Iranian family who claims to have been threatened and even tortured back in Iran, after a family member who’d fled to Norway criticized the Iranian regime in Oslo newspaper Aftenposten, is by no means unique.

          Mahmoud Ghadiri secured asylum in Norway after converting to Christianity, and obtained Norwegian citizenship in 2010. He and his sister told NRK on Thursday that after his criticism of the regime was published in Aftenposten, paramilitary troops showed up at his family’s home in Iran with a copy of the Aftenposten article, and proceeded to beat and torture family members. The goal, according to Ghadiri, was to silence him by threatening them. His mother and sister managed to flee and join him in Norway last year. His father’s whereabouts remain unknown.

          Mohammad Reza Heydari, a former consul at the Iranian Embassy in Oslo who defected and won asylum in Norway, has also claimed that Iranian authorities regularly spy on Iranians opposed to the regime who live in Norway. “Iran has a policy against its own citizens overseas that everything must be done to prevent a strong opposition from being established abroad,” Heydari told NRK in 2011. Two other Iranian diplomats have also defected in Norway during the past three years.

          Embassy denounces allegations
          Officials at the Iranian Embassy in Oslo have firmly denied that they carry out spying operations aimed at Iranian refugees and others opposed to the regime. In a press release issued in connection with an earlier NRK report on alleged embassy spying, they accused NRK of spreading “baseless allegations of surveillance of the Iranian opposition in Norway by this embassy.”

          The embassy’s statement claimed that NRK had “mislead the public” when it reported on their defected diplomat’s allegations in 2011. They declined to be interviewed in connection with NRK’s latest report on the Ghadiri family, but wrote in an e-mail to NRK that they reject all of the family’s allegations and deny any involvement in refugee espionage.

          Rather, the embassy claimed “to consider safeguarding, promotion and protection of the rights of all Iranian (sic) residing in Norway as its highest priority.”

          ‘Sensitive issue’
          Børresen, of PST, told NRK that he wasn’t involved with Ghadiri’s case, but said that threats, pressure and violence against refugees’ families in their homelands are an “effective method” for the authoritarian regimes that carry out refugee espionage on Norwegian soil.

          Since such incidents take place outside Norway’s borders, though, it’s difficult for Norwegian police or other authorities to step in. “It’s a sensitive issue for persons here in Norway who experience their families back home being pressured,” Børresen said. “It’s an effective method that surely yields results in many cases.”

          He wouldn’t identify the “five to 10” countries that PST believes is spying on its citizens in Norway. Cases reported in Norwegian media to date have involved Iran, Ethiopia, Eritrea and Sudan, but only one person, from Sudan, has been convicted of refugee espionage in Norway so far and that case is now under appeal.

          Asylum seekers themselves are often recruited to spy on other asylum seekers, according to PST, while the countries involved also are known to have sent their own agents to Norway to carry out surveillance. They can put pressure on expatriate citizens to work as informants, infiltrate the computer equipment of political opponents and use embassy employees as agents in Norway. “This is activity that’s steadily carried out in Norway,” Børresen told NRK.

          Officials at NOAS, the Norwegian organization advocating refugees’ rights, are calling on Norwegian authorities to prosecute more cases and better protect refugees from their homeland governments. The alleged spying is difficult to reveal and prosecute, but Børresen said PST views its counterespionage operations as a core assignment, along with efforts to prevent foreign governments from spying on refugees. He fears that many cases go unreported, though, because refugees subject to spying and threats are often too frightened to contact them.

            IN MY LOVELY COUNTRY RWANDA

            I was observing my lovely country but I came to realize that in almost all institutions Hutus are not employed even in their own farms they are not allowed to farm what they need, i started weeping and i was asking myself if the Hutus are ignorant/ illiterate who don’t qualify for any employment. Then someone told me my brother don’t weep for this people because the war that was launched by RPF-RPA in 1990 didn’t stop the Hutus are still being killed.

            I turned to other side i saw some tutsi widow suffering with the cows they can’t manage to feed then i was told that their husband died while fighting to liberate the country but finally one man owns the country with his household and the servants in his house.

            I visited the prison later.., there i met people who have passed almost 21yrs with out cases with out even being judged.

            I didn’t stop i went in exile where i met RPF soldiers Colonels, Generals and many many some of them told me that the reason they are accused of betraying the country and hating the president just because of the sense of humanity opposing the persecution of hutus in Rwanda.

            Then i returned home i found every one silent. I wonder why. I traveled in different cities i found soldiers every where holding guns with their fingers in the trigger. Then i realized why people are afraid.

            Finally i heard with my own ears president saying that he will shoot people on broad daylight.

            Then i remembered him saying that he didn’t have enough time to shoot the civilian refugees who were fleeing the country.

            Therefore i realized that crying like a baby won’t help me but fighting like a man for my freedom.

                I am a Rwandan citizen like all other Rwandan citizens that you have taken into hostage and who are living under perpetual terror, fear, intimidations and threats like prisoners or slaves in their own land because of your terrorism.

                I am one of the survivors of the Rwandan genocide, for which you have been very well the mastermind, the author and which you have put it into execution yourself as you wanted it so much to happen in Rwanda so that you could use it to grab power in Rwanda by means of bullets and guns and now you are unfortunately being lauded and praised like a hero who has been the savior of Rwanda, a country which you yourself destroyed a lot since you decided to launch and to invade Rwanda 0n 01. 10. 1990.

                Mr. President, kindly allow me first of all to congratulate you for your landslide victory during presidential elections on 04. 08. 2017 where you scored 99% of the total votes during 2017 Rwanda presidential elections. These elections results continue showing the uniqueness of Rwandan democracy which you have chosen to follow and to impose on us perpetually until you die. However, Mr. President, It was expected that you will “win” with 100% as you had wished and proclaimed it before. Now Mr. President, kindly Check below what your former economic advisor Dr. Himbara David had predicted for you during the so called elections, since he also knows you very well and he knows all your intentions: Dr. David Himbara writes: “By how much percentage will Kagame Paul “win” the August 2017 elections?

                “The Kagames just voted today in their sham elections. So by how much percentage will Kagame “win “this time?” Himbara goes on and gives 4 options:

                Option 1: He will “win” by 99, 9 % to show the world that he is loved.
                Option 2: He will “win” by 98% to match the percentage with which he “won “the referendum.
                Option 3: He will “win” by 93% to match his 2010 “win”
                Option 4: He will “win” by 90% to show the world that there was a genuine competition in the August 2017 elections”

                But myself I had wanted you to “win” the August 2017 elections with 105% so that you can show to the whole world how and that we Rwandan people love you so much that we can’t vote for another candidate in Rwanda as long you are still alive. Very laughing matter indeed!

                Mr. President, you are still very lucky since you are still backed and supported by a Lion which helped you and ended up imposing you on us since over more than 24 years now and you are saying that you are still ready to go on by fire, by force forever, until you die. Mr. President, you have convinced the whole world that all Rwandans love you so much such that they are the ones who have “forced” you to continue suffocating and killing them forever and endlessly as their king and absolute monarch in a royal dynasty now, but at the same time I still wonder about your fears when you are among them, those who you say they love you. Mr. President if I may ask you, why during all your shows as political rallies you were always under heavy armed presidential guards and in bullets proof coats? What are you afraid of Mr. President, when you are among those Rwandan people who love you more than 100%? My President, you must be the only president who is so much loved by everyone: by the dead, the living and the unborn ones! But Mr. President, to “win” 100% during elections for us it is not a surprise, because you are not the first or the last one to have such landslide victory in the history of the world. For example, the Late President Habyarimana Juvenal whom you killed too used to have 100% during his reign, and remember too that is what you yourself used to accuse him and that has been the reason why you opted to kill him and imagine no one has so far dared even to question you so that you can answer responsibly to your crimes you committed against him by taking away his life when you had both signed peace accord and against the Rwandan people up to now and worse again now you are just still doing the same things or even worse things than those you said and accused him of what he was doing. Mr. President, even Adolf Hitler, Idi Amini Dada of Uganda, Gadhafi, Sadam Hussein, Mobutu Seseko of Zaire, Obiang Ngwema, Piong Young of North Korea too have or were used to have such landslide victory or even more than such percentages of votes in elections. And they all too said that they were popular among their people and therefore they have been too “forced” by their own citizens to rule over them for the rest of their life in total subjection. Pure lies and perpetual deception, duping and manipulation of the international community dear Mr. President! So you can see that you have your own role models too in the way you are running Rwanda over more than 23 years and yet the 2017 elections have just crowned you as a king of Rwanda who is ready to govern that country like other kings did it before the Rwanda’s independence of 1962 for over more than 400 years in total subjection and oppression again, since you too,Mr. President, don’t believe in a Republic and democratic system at all, but rather you believe in dynastic and absolute monarch. When you attacked Rwanda on 01.10.1990 you were accusing your predecessor President Juvenal Habyarimana of being a dictator and you killed him by saying that he had ruled Rwanda for so many years, when he had only been in power for 18 years. But Mr. President why do you then still want to lead Rwanda for the rest of your life? What could be wrong with you? You always defend your clinging onto power till death by saying that you have developed Rwanda and yet you know very well that when you killed your predecessor the late President Habyarimana, Rwanda was too called “Switzerland of Africa”, because of unity, peace and the economic development it was said to have scored before you, at least compared to other countries in the region. What could be the difference between Rwanda being called or considered “Switzerland of Africa” under Habyarimana Juvenal and Rwanda being considered or called by you like “Singapore” of Africa under you, Paul Kagame, as you want it to be? What is so special that you have brought in Rwanda which no other person could not bring over all those years you have subdued and subjected us, the people of Rwanda, had you accepted to open political space in Rwanda? However, my president, the only difference between you and the late President Habyarimana Juvenal, is that you have accumulated a lot of wealth and richness during the time of your presidential office, while Habyarimana Juvenal was only concerned by the welfare of all the people of Rwanda, but more especially the poor ones and he had not accumulated everything to himself like you have done it, reason why when you killed him he was just still as not as rich as you are now, and as poor as not you would not want to die as we know you, as Paul Kagame. Late president Habyarimana never believed in grabbing everything from people to himself like you but rather to care and develop equitably the people of Rwanda. Mr. President, what do you think you will give us Rwanda people, which you have not given us during your previous 3 terms but in reality in your 4 terms of office? Mr. President you are very clever when it comes to protect your own interests in selling and using Rwandan people as your own personal business. You have managed to convince and fool the whole world that “fake” and “tricked” so called development, “should come before human rights protection, human freedom and democracy and they all believed in you.” This is your conviction? Do you think that you are right Mr. President? You kill thousands of people and you publish about a hotel and a tall building that you are putting up in Kigali capital city of Rwanda or clean a piece of a road and kill a hundred of people. When you talk of development, Mr. President, it is meant for whom, since you kill those people you claim to work for? Mr. President, since we love you so much could you kindly tell me why under you many political opponents in Rwanda continue to disappear, being kidnapped, harassed, intimidated and killed? Why are you so much afraid of the people who want to challenge you more especially women like Victoire Ingabire Umuhoza and Diane Shima Rwigara, Mr. President? Why are you having paranoia and phobia of democracy and human freedoms in Rwanda when we love you so much as your subjects and slaves? Do you think that a slave can vote for another person apart from his master like you, Mr. President? You have won these so called presidential Rwanda 2017 elections, after crashing the whole opposition political opponents whom you consider as unwanted to you by imprisoning, killing, and exiling them and after blocking and silencing all the vibrating candidates who were supposed to send you away like Yahya Jammeh of Gambia though the ballot papers. Unfortunately for us and fortunately for you, Mr. President, you managed to block your exit and protect yourself to stay on power. But again Mr. President, there is still other options for you, after you have just escaped from being like Yahya Jammeh of Gambia. Yet Mr. President, you can still be always free to choose now from other remaining options: Being picked up one day from underground like Saddam Hussein and Col. Kaddafi or you can join Laurent Gbagbo and Charles Tylor in Hague in the Netherlands. The choice is still yours Mr. President. After stealing so much all Rwanda,s and RDC,s resources and in order to start securing their future, you have now decided to send your own son Ian Comoro to do business in USA and while you are now grooming Ange your daughter and who is now your private and personal secretary to replace you as the president of Rwanda and yet you keep on saying that you are still too young to leave power in Rwanda. Mr. President, this is not a surprise to me, because that is how all dictators act when their end is approaching. Mr. President, your time to fall, like all other ruthless and totalitarian dictators is imminent too. But our eyes are closely watching you and all your maneuverings about money laundering from Rwanda and RDC resources. Mr. president, do you still remember too that your predecessor, president Habyarimana Juvenal whom you killed, was only 58 years old and yet you are too 59 years old now. Don’t you, Mr. President, think it is time to start thinking about your future as well too? Mr. president I have been reading some of the tweets of some of officials from your criminal government, notably, Louise Mushikiwabo, the foreign affairs minister and Johnson Busingye, justice minister, to mention but a few. Where they have flooded internet by insulting all the white people who are continuously exposing clearly what you and your criminal government are doing in continuing to violate human rights in Rwanda. Mr. President, don’t you think that your ministers consistently by insulting the white people is that not a clear indication of your racist mind? Mr. President, don’t you think that consistently abusing people who are challenging you, you are like cutting a tree on which you are standing? Is it a Rwandan culture to insult anyone who is challenging you or trying to advise you in your dubious dealings or mischiefs? You have really defiled their constitution and you have violated our human right so much, when will you really stop raping us, the people of Rwanda and the country of Rwanda as well. Mr. President, I can only advise you to change your hobby from enjoying killing your own people and try and find another hobby in your life which will make you look positive and constructive rather than a rapist and defiler of the Rwandan constitution, its people and their country forever. Mr. President, Will you continue again grabbing all the business from people of Rwanda. During your 4th term, Will you still blocking Rwandan people from farming what they want? Will your soldier and police and “INTORE” militia armed groups in Rwanda, stop harassing Rwandan people. Mr. President, in your ruling over the Rwandan people you are not different from a “rapist.” By the way what is the difference between “INTORE” of RPF Kagame Paul and the “INTERAHMWE” of MRND of the late president Habyarimana Juvenal? I am sorry to let you know the only difference is that “INTORE” of Paul Kagame and RPF are more funded and armed than “INTERAHAMWE” otherwise the role of the two militia groups is one and the same. Mr. President you keep on boasting about developing Rwanda. Who could not have done even better than you after so many years that you have subjected Rwanda? You also boast about heavy armed soldiers and heavy arms which you have acquired over more than 23 years but were Sadam Hussein, Adolf Hitler, Bin Laden, Kaddafi, and El Sadat not very well equipped in war and army munitions? And the Bible says: “The king is not saved by the size of his army, a warrior is not delivered by his great strength.”(Psalm 33:16)

                Last but not the least, will you, Mr. president, will you remember to reward those 2 candidates, Frank Habineza and Philippe Mpayimana, who successfully escorted and accompanied you in your all shows as performer during 2017 elections, after Tora Kagame Paul Electoral Commission had blocked Diane Rwigara and Gilbert Mwenedata from giving you the real competitive elections? While you gave them what they really deserved: Dr. Frank Habineza (0, 45%) and to Philippe Mpayimana (0, 72). What type of return will you give to them? The two candidates have helped you to continue cheating, as you have been always doing it, the whole world that during our so called Rwanda elections, Kagame competes with Paul and then Paul Kagame alone wins always Rwandan elections at last. Remember that Philippe Mpayiman and Frank Habineya have accepted to be chosen by you to accompany you for their own bellies and personal interests and not in the interest of the Rwandan people. No wonder they are both happy with those electoral results that you gave to them. Allow me too to commend your cleverness to have consistently kept on duping and fooling every one about Rwandan situation for over more than 24 years now by your fake and manipulated economic figures in Rwanda so that you continue using them in trying to evade justice forever because of your well known historical criminal records. However there ca never be any real and durable development and stability of security, safety and peace when there is no justice, truth, human freedoms, respect and promotion of human life and dignity and democracy in any given country. Mr. President, I cannot commend you to have made Rwanda a no go area for freedom and democracy by turning Rwanda into one political party state RPF where you are the one and only Judge the only law maker and the only executor of all the policies in Rwanda.                   The Democratic Liberation Forces of Rwanda (FDLR) strongly reject the trickery of presidential election and the confiscation of power in Rwanda by the murderous dictator Paul KAGAME.

                  On Friday, August 04, 2017, the dictatorial regime of the Rwandan Patriotic Front (FPR-Inkotanyi) of General President Paul KAGAME organized a simulacrum of presidential election in Rwanda which gave almost 100% of the votes to Paul KAGAME.

                  The FDLR recall that this vote, which is neither legitimate nor regular, took place after the murderous dictator Paul KAGAME and his RPF-Inkotanyi carried out a cleverly orchestrated cheating by organizing a real false referendum in December 2015 aimed at changing the Rwandan constitution to allow the fascist KAGAME to run for a third term and remain in power unchallenged until 2034.

                  Following the confiscation of the power of the Rwandan people by the murderous dictator Paul KAGAME and his RPF-Inkotanyi, the FDLR bring to Rwandan, regional and international opinion the following:

                  1. The mock ballot of August 4, 2017 is null and void.

                  2. On the expiry of the current mandate of KAGAME on 6 September 2017, the post of President of the Republic of Rwanda will become vacant.

                  3. The FDLR call on the Rwandan people in their diversity to stand up as one man and recover as quickly as possible his power confiscated by Paul KAGAME and his RPF-Inkotanyi band.

                  4. The FDLR call on the international community to unequivocally reject the simulacrum of presidential election of August 4, 2017 and to support the Rwandan people in their march towards regaining their full sovereignty.

                  5. The FDLR call on all political parties of the Rwandese opposition and all Rwandan organizations fighting for the respect of human rights in Rwanda to join forces in order to support the sovereign Rwandan people in their struggle to free themselves from the yoke of the fascist and bloodthirsty dictator Paul KAGAME.

                  6. The FDLR urge the Rwandan Defense Forces that are truly in the service of the people and the nation, not to submit to the orders of General KAGAME in order not to be complicit in war crimes and crimes against humanity that their master, KAGAME, is about to continue to commit against his own people by repressing them in blood when they will rise to claim their confiscated rights.

                  7. The FDLR will not remain spectator and inactive in the face of the distress of the Rwandan people.

                    Paul Kagame has tightened his grip on power

                    Rwanda: Kagame’s Efficient Repression by Anjan Sundaram 

                    Today, millions of Rwandans are casting their votes even though they know in advance the election’s outcome: President Paul Kagame will win by a landslide, extending his rule to at least 2024, for a total of thirty years in power. President Kagame even declared he would win weeks before the vote.

                    Friday’s result is certain because President Kagame has ensured he has no real opponents. A new challenger, Diane Rwigara, was targeted by misogynist smears that included nude pictures, allegedly of her, widely circulated on Rwandan social media. When she still insisted on running, election authorities barred her. An opposition politician who criticized Kagame’s agricultural policies was recently found with his throat slit and eyes mutilated. It echoed the near-beheading of an opposition politician prior to Rwanda’s last election, in 2010, which Kagame won with 93 percent of the vote. Kagame’s most prominent challenger in that election, Victoire Ingabire, also faced slurs about her alleged extramarital affairs and still languishes in prison for a campaign speech seen as critical of him. Rwanda’s Supreme Court convicted Ms. Ingabire of “inciting people to revolt.”

                    With each election, Kagame has tightened his grip on power, and the elections have increasingly turned into a performance of Kagame’s authority. He has conducted campaign rallies across Rwanda at which he promises democracy, peace, and economic development, and says he wants to respect “the will of the people.” Thousands of Rwandans turn up. During Rwanda’s 2010 election campaigns, Rwandans even sang church hymns replacing “Jesus” with “Kagame.” That year, Kagame’s party paid for the much smaller rallies of his poorer, handpicked rivals. And on Election Day, 97 percent of eligible voters turned out. No public dissent was reported. As in that election, the candidates allowed to run against Kagame today insist that they might win.

                    Kagame’s crackdown on the press means few media reports dare to contradict his government’s statements. He undermines Rwanda’s parliament and judiciary, and plays kingmaker in the economy, granting his associates lucrative businesses while seizing others with impunity. Government orders are carried out with efficiency and near-complete participation from Rwandans, impressing Kagame’s financiers, including the World Bank.

                    Kagame achieves such close control over daily life in Rwanda through a network of surveillance. All of Rwanda is divided into small “villages,” each of about a hundred and fifty families. Each village has a chief and an informer. Orders pass seamlessly between the government and the villages. A Rwandan journalist colleague of mine who was pursued by the government after criticizing Kagame found evading this surveillance impossible. Every home or hotel, whether in a crowded city or in the countryside, reported his presence to officials.

                    Kagame’s control is visible even in seemingly benign events. When he announced a ban on plastic bags, local officials eradicated plastic bags from Rwanda almost at once. When he decreed that all Rwandans should use footwear, Rwandans purchased shoes. Some Rwandans carry their shoes on their heads, so as not to wear them out, and walk in them only when officials are present. On the campaign trail, when Kagame demands support, local officials go door to door in villages to ensure he gets it—producing Kagame’s well-attended rallies and his near-perfect election turnouts and victories. A few words from Kagame, his high-pitched voice blaring from tinny radios throughout Rwanda, have the power to transform the country.

                    The network of villages is built on an authoritarian system that is more than a hundred years old. It was also used to carry out Rwanda’s 1994 genocide, in which nearly a million Rwandans, mostly Tutsi, were killed in about a hundred days—an efficiency that exceeded Nazi Germany’s. When the then Hutu-led government signaled for the extermination to start, the genocide began almost simultaneously across the country. Local officials in each village sent killing squads out to “work.” Radio stations broadcast the locations of people hiding. Kagame’s rebel force took control of Rwanda at the end of that genocide. But instead of dismantling this powerful system of control, he has reinforced it, and uses it to govern the country.

                    This system has sometimes gone awry, in one case leaving thousands of Rwandans homeless. In 2011, I traveled to remote villages where I found hundreds of people living in the open. Their huts were roofless. I asked a family if the army or police had destroyed their homes, and their reply surprised me: the villagers had done it themselves. Kagame had declared thatch-roof huts primitive, so local officials had ordered villagers to tear down their roofs. But the homeless villagers did not criticize Kagame—instead, they praised his housing policies. It was eerie to hear.

                    Kagame’s repressive control has also reportedly produced high vaccination and school enrollment rates. When government officials instruct women to give birth in hospitals instead of at home, Rwandans comply to an extent that far exceeds those of other developing nations. The alternative is dangerous. Disobedient Rwandans are branded “enemies of the state” and fined. Punishments include arbitrary detention and the denial of access to public services. Human Rights Watch this month reported that Rwanda’s government was executing petty thieves, part of a strategy “to spread fear, enforce order, and deter any resistance to government orders.” Rwandans’ near-total compliance is attractive to aid groups as diverse as the Bill and Melinda Gates Foundation, Partners in Health, and the Clinton Foundation, who praise Kagame’s efficiency and collaborate closely with his ministries.

                    Kagame has silenced Rwandans, so crises like homelessness and famine go unreported. Since he took power in 1994, more than sixty Rwandan journalists have disappeared or been imprisoned, killed, or forced to flee the country. Just before the 2010 elections, the editor Jean-Leonard Rugambage was shot dead on the same day he criticized Kagame. A journalist exiled in Uganda, Charles Ingabire, was shot dead after alleging corruption in Kagame’s family. In 2015, the head of Rwanda’s media reform body, Fred Muvunyi, was himself forced to flee. He received threats after he criticized the government’s ban on the BBC. Rwanda’s media now routinely praises Kagame and focuses on good news, such as fashion pageants, visits from foreign dignitaries, and arrests of criminals.

                    A famine might be underway in Rwanda, but we would not know. Famine warnings have sounded across East Africa this past year, linked to El Niño. Rwandan media a year ago reported that famine was “ravaging” parts of the country, affecting at least 100,000 families. But since then, the Rwandan press has mostly been silent. It is reminiscent of a famine declared ten years ago in Burundi, along its border with Rwanda. The two countries share a climactic zone there, but on the Rwandan side of the border, to this day, there was officially no famine.

                    The government’s position, meanwhile, is reported as the truth. Researchers wishing to publish data contradicting government figures must first obtain the government’s approval. Several researchers associated with The Review of African Political Economy, some working anonymously, recently found that poverty has “increased significantly” in Rwanda. This contradicts the government’s much-vaunted claims of decreasing poverty, repeated by most media outlets, and even by the president of the World Bank. The new findings corroborate previous studies showing poverty rising by 6 percent, as well as the withdrawal from a poverty study of a respected research firm that disagreed with the government’s measurements. World Bank researchers have in the past been forced to destroy their data after it became clear that they were willing to contradict the government. Rwandan citizens who had collaborated with those researchers were interrogated by police.

                    Boiling under society’s surface is Kagame’s repression regarding the genocide. In the official narrative, he is the hero who stopped it. But it is taboo in Rwanda to mention that in the middle of the genocide, Kagame’s rebel force opposed the deployment of UN peacekeepers, asserting that “the genocide is almost completed” and that there were hardly any people left to save. In fact, thousands of lives could have been saved, but Kagame worried that the peacekeepers would interfere with his military campaign to take power.

                    Each year, Kagame presides over a vigil at Kigali’s national stadium to commemorate the start of the genocide. Survivors read out testimonies; a live performance reenacts the killing; videos of killing are sometimes screened. Thousands of survivors in the stadium begin to howl and faint. Kagame then reminds these survivors that he was their savior.

                    There are credible reports of mass killings by Kagame’s forces during and after Rwanda’s genocide, with tens or hundreds of thousands of mostly Hutu victims. Ms. Ingabire, in the election campaign speech that got her arrested, reflected the anguish of many Rwandans that almost none of those mass killings has been accounted for, presumably because Kagame and his close associates are culpable.

                    That millions of Rwandans are casting futile ballots at the polls today perhaps indicates the power of Kagame’s repression. Kagame will tell us that it shows us the depth of Rwanda’s democracy, and of the popular support for his rule. The threat to Rwanda, as in many dictatorships, may lie in the degree to which Kagame believes his own words.

                        Rwanda’s recently reelected president is a mass murderer

                        Maybe we shouldn’t care that Rwanda’s recently reelected president is a mass murderer.

                        After all, he has become a reliable partner, who welcomes U.S. investors, improves public health, and sends peacekeeping forces to hellholes where we won’t, like Darfur.

                        Admittedly, he jails or kills his political opponents, but that eliminates the destabilizing uncertainty of elections.

                        Yes, he modified his country’s constitution to allow him to rule for up to 40 years, until 2034, but who expects true democracy in that part of the world anyway?

                        Of course, it’s unfortunate that his ethnic Tutsi minority holds all key positions in Rwanda, repressing the overwhelming majority ethnic Hutu in a black-on-black version of apartheid, but some Hutu committed genocide in 1994, and so their children and grandchildren must be denied basic rights.

                        Call me a grudge-holder, but I just can’t forgive and forget that Paul Kagame ordered the killing of approximately 350,000 ethnic Hutu, in Rwanda and Congo, in the 1990s. This puts him in the pantheon of post-WWII murderers, alongside Pol Pot and Idi Amin.

                        Is there a statute of limitation for genocide? Should subsequent good deeds be exculpatory? By treating him as a valued ally, do we dishonor his victims? Do we violate the Genocide Convention? Do we encourage repetition of such crimes?

                         
                        For the uninitiated, here’s Kagame’s abridged rap sheet. Starting in 1990, he led a Tutsi invasion of Rwanda that displaced a million civilians and knowingly provoked the retaliatory carnage for which Rwanda is most famous.

                        In 1994, as his forces seized control of Rwanda, they slaughtered an estimated 100,000 Hutu civilians. After many surviving Hutu fled to Congo, he pursued them in 1996, murdering another 200,000. When remaining domestic Hutu resisted his ethnic dictatorship in 1998, he ordered a brutal counterinsurgency that killed 50,000 more.

                        The only thing more despicable than the magnitude of this killing was its tactics. Kagame typically started by chasing Hutu civilians into harsh territory. As his victims confronted starvation and hunger, his officials would come forward with offers of humanitarian aid.

                        Gradually, the displaced would trickle in for food and water. When the desperate Hutu had fully assembled, his troops opened fire and killed them all. For more gruesome details, see authoritative reports by the United Nations and Human Rights Watch.

                        Why do we treat war criminals so disparately? In Libya, Muammar Khaddafy’s forces killed barely 1,000 people in February 2011, including armed opponents, according to judicial investigations. This equates to approximately one-third of one percent of Kagame’s victims.

                        Yet in response, the International Criminal Court indicted Khaddafy for war crimes, and NATO led an intervention that bombed his forces and assisted his rebel opponents until they captured, sodomized, and executed him. By contrast, Kagame is rewarded with honorary degrees and hundreds of millions in annual foreign aid.

                        I am not a naïf. I accept that world politics sometimes requires deals with the devil as the lesser evil. Perhaps it is understandable that Washington embraced Kagame in 1994 despite his crimes, in hopes of stabilizing a post-genocide situation.

                        But such exigency disappeared long ago. Kagame has proved anything but a force for stability. He invaded Congo twice, spurring wars that resulted in an estimated 5 million fatalities. He continues to undermine democracy by hunting opponents and overriding term limits. Most perilously, he marginalizes Rwanda’s Hutu majority, brewing the next eruption of ethnic violence.

                        It is high time for a fundamental rethinking of U.S. relations with Rwanda’s leader. Military and diplomatic collaboration should halt. Kagame should be banned from entering the United States or participating in international fora. Humanitarian aid should continue, but other assistance should be curtailed now until he leaves office.

                        A hardline stance would also send a salutary message to the region’s other aspiring presidents-for-life: Our indulgence has limits.

                        Isolating Kagame will not by itself resolve the problems of Rwanda or its neighbors. But there can be little hope for peace or justice in central Africa so long as we embrace its worst war criminal.

                            Rwanda: Opposition Leader Diane Rwigara, Publicly Rearrested After Being Returned Home.

                            Diane Shima Rwigara, a leading critic of Rwandan dictator Paul Kagame has been rearrested along with her relatives, including her mother and her sister Anne Rwigara, a few hours after being returned home in the middle of the night by Rwandan security operatives.
                            Sources within the Rwandan National Police (RNP) told AfroAmerica Network that Diane Rwigara, who was arrested on August 30, 2017 along with her mother, sister Anne, a and brother had been in detention in a safe house, in the Nyarutarama neighborhood of the capital Kigali, until the night of Sep 3, 2017.

                            Following national and international media outcry (see AfroAmerica Network here ), the Rwandan police denied having arrested Diane Rwigara and her relatives and even defended the harassement of journalists by Government security services, including the Republican Guard, an elite force that protects the Rwandan dictator General Paul Kagame and his family. On Friday Sep 1, 2017, the Republican Guard attacked journalists camped near the residence of Diane Rwigara’s family in Kiyovu, Kigali, to report on the story on the arrest.

                            The journalists, that included an AfroAmerica Network correspondent, were chased by the Republican Guard and threatened of more violent actions against them if they attempted to return to the neighborhood. According to the sources within RNP, the objective was to make sure that Diane Rwigara’s family will be returned in the middle of a night, without the presence of witnesses, especially journalists and then publicly rearrested.

                            After the journalists were expelled, The Rwandan police Spokesperson Theos Badege made a statement in which he said that Republican Guard “officers became suspicious of the movements of the individuals, approached and identified themselves, leading to a verbal confrontation.” He added that the incident was “clearly a case of mistaken identity and miscommunication… There should not have been misunderstanding as both the officers and the journalists were legally carrying out their respective duties… There was no reason to claim harassment. The RNP recognises the right of media to gather news, while respecting the law. In this case, no law was violated.”

                            However, following incident with the Republican Guard, journalists were not allowed to return to the neighborhood, until this morning’s arrests. The arrest happened on September 4, 2017 at 5:00 AM local time. Mostly government run media journalists and a few independent journalists, including an AfroAmerica Network correspondent, were alerted of the impeding rearrest and allowed back into the neighborhood to witness and report on the arrest.

                            According to the sources with Rwandan National Police, the family had been returned to the compound in the middle of the night from the safe house in Nyarutarama. The morning arrest was staged to counteract the media coverage of the previous arrest and the inconsistent denials by the Rwandan police.

                            After the rearrest, the Rwandan National Police, through its spokesperson Theos Badege, was quick to say that : “This arrest confirms that all along we have been telling the truth. We had been waiting for this arrest to show that we follow the law.”

                            Theos Badege and the RNP appeared even less convincing.
