                      Prices of some foodstuffs continue to increase in most markets across Kigali city and suburbs, a mini-survey by The New Times indicates. Tomatoes now cost Rwf900 per kilogramme in Kimironko and Nyabugogo markets, up from Rwf800 a fortnight ago, while peas are up by Rwf200 to Rwf1,700, up from Rwf1,500.

                      Irish potatoes (Kinigi type) cost Rwf350 in Nyarugenge Market compared to Rwf280 previously. Charcoal that was Rwf1,000 per small basket in city markets, now goes for Rwf1,200, while a medium-sized basket costs Rwf2,100 compared to Rwf2,000.

                      Olivier Gasasira, a vendor in Nyarugenge Market, attributed the increase to low supplies from Northern Province, the main Irish potato growing area in Rwanda.

                      Ernest Twagiramungu, a trader in Nyarugenge Market, said there is scarcity of onions in Rubavu District, the main producer of the crop, adding that traders are now importing onions from DR Congo.

                      This, he said, could push up onion prices ahead of harvest season.

                      Meanwhile, prices of most foodstuffs were unchanged over the reporting period. Fresh beans range from Rwf500 per kilogramme, while ground nuts are at between Rwf1,400 and Rwf1,500 per kilogramme. A bunch of bananas (plantains) ranges from Rwf7,000 to Rwf8,000, depending on size, while a kilo of banana fingers goes for Rwf350 in most markets, and cassava costs Rwf400 a kilogramme. Cassava flour costs Rwf400 a kilo, while that of the Kinazi and Akanoze brands is at Rwf600. Carrots cost Rwf500 a kilo, red onions are at Rwf800 per kilogramme in Nyabugogo and Nyarugenge markets, respectively.

                      Those that buy groceries from supermarkets part with Rwf1,000 per kilo of carrots (in Simba Supermarket), while that of red onions is at Rwf1,600, and white onions go for Rwf2,300 per kilo. A kilogramme of passion fruits costs Rwf1,200 in Kimironko Market, and paw paws cost Rwf900 each (medium-sized). Ground nuts range from Rwf1,400 to Rwf1,500 a kilo, that of sorghum flour costs Rwf900, and millet flour is at Rwf1,400 per kilogramme.

                      Beef is at Rwf2,300 per kilogramme, while whole chicken costs Rwf3,500, and you have to part with Rwf400 each for a big-sized avocado in Kimironko  market. Sugar ranges from Rwf1,000 to Rwf1,100 a kilo, milk is at between Rwf350 and Rwf500 per litre, and salt costs Rwf400 per kilo in Kimironko Market. Bread (weighing 1kg) ranges from Rwf1,000 to Rwf2,000, depending on the brand, type or size across the city and suburbs.

                      Rwanda’s inflation rate was recorded at 7.7 per cent in March year-on-year, according to the National Institute of Statistics Rwanda consumer price index (CPI) monthly report figures. The increase was mainly driven by rising prices of foodstuffs and non-alcoholic beverages.

                              The Rwanda and Uganda borders tension

                              Kagitumba–Mirama Hills One-Stop Border Post between Rwanda and Uganda.


                              A regional newspaper, The East African, has reported in their latest issue, about what they call the “ease of tensions” at the Rwanda – Uganda borders.

                              The paper bases this analysis on an interview they had with a couple of residents around the border area, mainly at Gatuna border post.

                              This is far from the truth, according to officials who are well versed with the goings-on between both countries.

                              According to officials who spoke to us, the very reasons that were advanced by the Government of Rwanda which they said are responsible for the strain in relations with Uganda still exist, and there has not been any change to the effect of addressing the three main problems.

                              The three issues that were presented by Rwanda include the targeting and persecution of Rwandan nationals on Ugandan soil and Uganda’s continued hobnobbing with individuals who harbour plans to attack and destabilise peace in Rwanda.

                              The third reason is economic sabotage, where Uganda has not taken any step to address these issues that economically hurt Rwanda, the source said.

                              The travel advisory was issued at the beginning of March.

                              None of the above has changed according to available information.

                              For instance, two months since Rwanda made the necessary steps to protect its citizens by advising Rwandans against travelling to Uganda, there has not been any change in terms of efforts to stop harassing Rwandans in Uganda.

                              Rwandans continue to be targeted in Uganda.

                              In fact, the situation has since deteriorated, now involving assassinations where two Rwandans have been murdered on Ugandan soil, including one in Kisoro town and another one in Kabarore.

                              On April 15 2019, at around 10p.m, unknown assailants trailed and shot dead a Rwandan businessman named Lambert Sanabo.

                              The deceased, 52, was the manager of a famous wine factory, Isimbi Wines.

                              The assailants, who were in a Premio saloon car, white in colour, trailed the deceased who was riding his Bajaj motorcycle registration number UDS 105H, before shooting him as soon as he arrived at his house.

                              Sanabo’s body was repatriated to Rwanda on April 17, through Cyanika border post.

                              Another Rwandan, Theogene Dusengimana, 28, who was working in a tea plantation in Kabarole District, Uganda, since 2014, was on April 7 killed by unknown people.

                              The Ugandan Police in Kabale District intercepted people who were transporting his body to Rwanda via illegal routes on April 9 and immediately took it to Kabale hospital for further management.

                              The body has since been repatriated, also via Cyanika border post.

                              Besides the assassinations, many Rwandans are still held in different ungazetted places by Ugandan security operatives, as evidenced by figures that are available for the past two months.

                              According to border records, between March and April 2019, a total of 94 Rwandans were dumped at the border with Uganda, having first been arrested and detained for varying periods of time.

                              These illegal deportations have happened at all the three official borders with Uganda with Cyanika border receiving 22, Gatuna 51 and Kagitumba 21.

                              Equally, abduction of Rwandans has never stopped, going by testimonies from those who have been fortunate enough to come out of the torture chambers alive.

                              Secondly, Uganda’s assistance to Rwanda National Congress (RNC) has never stopped, according to information available.

                              In fact, it is during these past one and half months that President Yoweri Museveni of Uganda received a delegation of senior officials from RNC, led by their head of diplomacy, Rwandan dissident Charlotte Mukankusi.

                              He acknowledged this much in a letter he wrote to his counterpart, President Paul Kagame, that was sent through New Vision – a Ugandan government daily – which published it on March 19, in which he said he had “accidentally met Mukankusi”.

                              It would later come out that the Ugandan authorities issued Mukankusi with a Ugandan passport, which she now uses to travel around the world mobilising support for the terrorist group.

                              The only thing that has changed perhaps is the progress that has been made towards the completion of the Gatuna One Stop Border Post, at least on the Rwandan side.

                              In fact, Infrastructure Minister Claver Gatete and his Foreign Affairs counterpart, Dr Richard Sezibera on Friday visited the border and would later report that works on the Rwandan side are nearly complete and within the deadline.

                               “Look forward to speedy completion on the Uganda side so the OSBP can become operational within timelines agreed at the Northern Corridor summit,” Sezibera tweeted Friday.

                              According to Minister Gatete, the works are at 93 per cent of completion.

                                PAUL KAGAME'S STRUCTURE OF OPPRESSION

                                A police and oppressive state can be identified by its layers of security setup. In case of Rwanda, a country where the ruler brags of 99% of popular support; the number of different security apparatus indicates an opposite picture contrary to state lies. Rwanda is under a purified totalitarian regime and hypnotised dictatorship. Intimidation, incarceration, impunity, disappearances, state killings and more importantly state waste, are displayed at the forefront of the Country’s billboards.

                                Criminal Paul Kagame’s layers of oppression machinery:

                                1) Nyumba Kumi (local “leader” @ every ten houses), the first line of civil oppression against innocent citizens.

                                2) DASSO, local defence force. Composed of civilians but led by war veterans.

                                3) RPF’s district committees, they are totally active in suppressing dissent.

                                4) The General Directorate of Immigration and Emigration, plays a big role in the king’s oppression mechanism.

                                5) ISO, Internal security organisation under the NSS. Civilian security operatarives in all sorts of Rwanda’s profession-job segment.

                                6) Police with all its branches which includes the notorious CID, special operation unit and Rwanda Investigation Bureau.

                                7)DMI, the notorious Directorate of Military Intelligence.

                                8 AFI, the Air Force Intelligence unit based at Kanombe airport.

                                9) PICU, the presidential Intelligence Coordination Unit within the presidential guard

                                10) Army, one battalion per commune (Akarere) led by a Lt. Col and above in ranks.

                                11) Special Force units led by Captains and above, especially in areas bordering Uganda, Burundi and DR Congo.

                                12) Presidential guard units led by Captains and above ranks. Now, deployed around Kigali, rural Kigali, border with Uganda and border with Burundi.

                                13) Reserved forces – imbera gutabara.

                                14) The judiciary, this is part of Kagame’s oppressive machinery as it’s partial to it’s core, partisan in nature and manned by RPF cadres.

                                In order to sustain his totalitarian rule, Rwanda’s criminal ruler has wasted the country’s meagre resources and taxes, to pay and sustain the above thuggish security structures. A security structure that is there to spread impunity and all sorts of human rights abuses, than promoting the general peace of all the citizens irrespective of their political ideology or affiliation.
