In Burundi today,the members of the cndd-fdd party of the commune gihogazi are called upon to addressing the development work during this season b and to make the rearing of small livestock. The appeal was launched by the secretary of the cndd-fdd in the province of karusi, stany manirakiza at the inauguration of a permanence dam at taba gihogazi in common.
In his speech, stany manirakiza made a formal retraction on the information that have been circulating on social networks, making state of preparation of the genocide and the military training of young imbonerakure cndd-fdd to gihozi. The Secretary of the party in power in province karusi denied all this information, the calling of lies aimed at destabilising the cndd-fdd party.
It was also an opportunity to welcome new members within the cndd-Fdd (240) of which many of them came from the coalition amizero y ‘ Abarundi. Some of these new members have testified that they have taken the decision to join the cndd-fdd party because they have estimated that there are no other party in Burundi, which seeks the development of the country as the party in power.
This activity has seen the participation of the minister of public health josiane nijimbere, native of the province karusi, the elected members of Parliament in this constituency, as well as other personalities of the party in power.

Le Gouvernement du Burundi a appris par voie des médias qu’un rapport sur la situation au Burundi aurait été déposé au Conseil de Sécurité des Nations Unies et devrait sortir ce lundi 27 février 2017. Sans prétendre en connaître les détails sur son contenu, le rapport ne lui ayant pas été officiellement signifié, le Gouvernement du Burundi voudrait communiquer ce qui suit :

1. Le Gouvernement de la République du Burundi se réjouit du travail accompli de
commun accord avec l’Organisation des Nations Unies particulièrement à partir des années 2000. La coopération avec cette Organisation a toujours été bonne et le Burundi, en ce qui le concerne, souhaite la maintenir comme telle.
Cependant, le Gouvernement de la République du Burundi regrette que certains lobbies aux intérêts et positions avérés contre le Burundi semblent avoir la main haute sur certains organes des Nations Unies, jusqu’à influencer certains rapports.
Le dernier rapport destiné au Conseil de Sécurité de l’ONU et qui a été largement rendu public bien avant sa publication par les médias français, en constitue l’exemple le plus parlant.

2° Le Gouvernement du Burundi voudrait rappeler à son Excellence Monsieur le Secrétaire Général de l’ONU que l’auteur du rapport à savoir M. Jamal Benomar, a été officiellement désavoué par le Gouvernement. Il ne peut donc pas, ne serait-ce que du point de vue moral, présenter un rapport neutre ou équilibré sur le Burundi.

3°. Le rapport évoque des faits non avérés et prête des intentions aux plus hautes autorités de la République. Ainsi par exemple, la référence au « 4ème mandat » du Président de la République est incompréhensible, tant il est vrai que jusqu’à ce jour aucun rapport officiel de l’ONU n’a épousé la théorie du 3ème mandat défendue par les insurgés. Jamal Benomar vient donc de sortir enfin de l’ombre en étalant sur la place publique ses réelles motivations.
Il convient de rappeler que l’Accord d’Arusha pour la Paix et la Réconciliation au Burundi est entièrement mis en application dans toutes les Institutions de la République, et que les allégations contraires ne relèvent que de la mauvaise foi.

4°. Le Gouvernement du Burundi profite de l’occasion pour informer l’opinion, et ce avec insistance, que la résolution 173(1962) du 26 juillet 1962 reconnaissant le Burundi comme membre à part entière des Nations Unie, lui confère tous les avantages et droits dévolus aux autres membres de la prestigieuse famille.

5°. A ce titre, la question de la Constitution évoquée dans le rapport relève de la souveraineté du Burundi, à moins qu’ il existerait une résolution erga omnes du Conseil de Sécurité de l’ONU qui détermine clairement à la fois le nombre de mandats que les dirigeants de tous les Etats membres doivent faire à la tête de leurs pays, ainsi que le texte type de Constitution que tous les Etats du monde doivent suivre et respecter.

6°. Dans le cas contraire, il convient alors de rappeler à l’ONU les deux principes sacro-saints qui font partie intégrante de ses textes fondamentaux : l’égalité souveraine des états et l’autodétermination des Peuples., car c’est sur base de ces deux principes que le Burundi est rentré dans le concert des Nations-Unies, après avoir bravé près de 70 ans de présence étrangère forcée, avec ce que cela comportait comme humiliation.

7°. Le Gouvernement du Burundi aimerait également rappeler que le Conseil de Sécurité est régi par des règles qui s’appliquent de manière égale et équitable à tous les Etats membres de l’ONU. La pratique du deux poids, deux mesures, devrait cesser, si du moins cette prestigieuse Institution veut maintenir sa bonne réputation.

8°. C’est dans ce cadre que le Gouvernement de la République du Burundi a rejeté la résolution 2303 prise sous le chapitre VI de la Charte , suite au manque flagrant de consultations préalables, nécessaires dans les circonstances où l’on souhaite qu’une telle résolution soit mise en application. L’ONU devrait considérer le Burundi comme un Etat souverain au même titre que ses autres membres et le traiter en tant que tel. Si aucun Etat n’est au-dessus des règles de l’ONU, c’est qu’aucun non plus ne peut être traité en dessous de celles-ci.

9°. Pour le Gouvernement de la République du Burundi, la référence au Bureau du Haut Commissaire aux droits de l’homme est inopportune du moment que le projet d’Accord de siège qui devra régir ses rapports avec l’Office et qui a été envoyé à qui de droit n’a pas encore connu de suite.

10°. Sur ce sujet, le Gouvernement de la République du Burundi demande au Conseil de Sécurité d’être conséquent. Dès lors que le Gouvernement attend d’être consulté pour la désignation du (de la) remplaçant(e) de M. Benomar, qui aura la charge de négocier cet accord de siège, il semble impertinent d’attaquer le Gouvernement de la République du Burundi sur la question de l’accord de siège avec le Bureau du Conseiller Spécial du Secrétaire Général de l’ONU. La balle n’est donc pas dans le camp du Gouvernement de la République du Burundi qui attend la suite sur la question soumise au Secrétaire Général des Nations Unies.

11°. Enfin, le Gouvernement du Burundi réaffirme son engagement à poursuivre sa coopération avec la communauté internationale particulièrement les Nations Unies, dans le respect mutuel des règles régissant les Etats membres particulièrement celles portant sur l’Indépendance et la Souveraineté des Peuples.

The students and the tutsi authorities of the university have tried to do everything for that no hutu student there back. The Hutu took the registration but at the exit of the lists of registered, no hutu student there was, and that way the hutu could not qualify for, or the stock market, nor the rent at the campus, nor the cards of restoration. So, deprived of all social rights. But as the hutu students continued to scream, the situation has been late released thanks to the assistance of the Vice-Rector Dr. Bakunda Athanasius and the rector Dr. IR Pascal Firmin Ndimira. The Rector was subsequently replaced by a tutsi Dr. IR faithful rurihose. Which shows the complicity of the higher authorities. Supported by some authorities tutsi and the president of the asser, the tutsi have not ceased to organize and plan the exclusion of all hutu of the University (students hutu, every worker and professor hutu). After the departure of the rector Dr. IR Pascal Firmin Ndimira, students tutsis, repulsed by professor extremist tutsi ndayishimiye Jean Pierre, have decided to stop the classes in order to hunt the Vice-Rector Dr. Bakunda Athanasius, a hutu who stayed at the rectorate, For reasons not based according to their claims. The Rector Dr. IR Pascal Firmin Ndimira has quickly stated that he is unable to solve the case

The chairman of the National Commission of lands and other properties (Cntb), m. Martin Mbazumutima , said Tuesday during a press conference, that despite the difficult economic conditions and the disengagement of unhcr, this commission has closed 585 cases during the past two years.
Among these files, 228 were closed in 2015, namely 174 cases dealt with by the delegations provincial and 54 folders in resort analysed and deliberate by the commission in plenary. During the same year, the provincial delegations have registered 179 new complaints.
Some 273 cases were closed in 2016 by the provincial delegations, while 84 cases were closed by the sub-Committee on appeal. 213 files have been executed by the provincial delegations, at a time when 120 new complaints were received at the level of provincial delegations and 120 others at the level of the sub-Committee on appeal.
Mr. Mbazumutima pointed out that the commission has bread on the board since more than 12000 cases are awaiting treatment in the delegations provincial and 2300 cases should be treated by the sub-Committee of appeal before being analysed by the commission in The Plenary sessions.
He asked the government and other actors involved in the field of the rights of the human person and social justice to increase their support to the cntb in the resolution of conflicts related to the socio-political crises in the history of Burundi.
Apart from their activities, the classic cntb, in collaboration with the ngo Moses Isserles Ministries children, worked during the year 2016 on the promotion and defense of the rights of women and children repatriated by facilitating the recording of the facts and acts of civil status , according to the president of the cntb.
The President of the cntb indicated that the beginning of the year 2016 coincided with changes in members of the commission and that 50 % was made up of new elements that were first trained to soak up the Mission and the maintenance of the cntb.
He welcomed the change of mindset observed in the population because, did he explained, a large part of the population starts to understand that it’s not good to fight for a property that belongs to others. He asked to the media to help them in raising awareness about the mission entrusted to the commission for the consolidation of peace, the improvement of the security and development.
