DES DOCUMENTS CONFIDENTIELS SUR L’IMPLICATION DE L’UNION EUROPÉENNE DANS LA TENTATIVE DE “CHANGEMENT DE RÉGIME” AU BURUNDI

BurundiFacts a eu connaissance de deux documents confidentiels émanant de la représentation de l’Union Européenne à Bujumbura la capitale Burundaise. Ces deux documents, qui sont des contrats de subvention entre l’Union Européenne et l’ONG War Child Holland au Burundi, portent sur le financement de deux “Actions”, selon le terme utilisé dans lesdits contrats (art 1.2), qui ont eu lieu en République du Burundi après le 2 décembre 2014 pour le contrat numéro EIDHR 214/353-854, et après le 30 octobre 2014 pour le contrat numéro EIDHR/2014/351-864.

TRAITS COMMUNS ENTRE CES DEUX CONTRACTS

L’article 1.3 des deux contrats parlent des “conditions d’octroie de cette subvention” qui seraient consignées dans “des annexes” supposés “connus et acceptés” par War Child Holland Burundi. Quels sont ces annexes? Quelle est la nature de leur contenu?
En réalité, ces mystérieux annexes ne sont que des ordres de missions à exécuter par les bénéficiaires finaux, War Child Holland Burundi n’étant qu’un bénéficiaire intermédiaire. Pour ces deux contracts, l’Union Européenne via l’ONG War Child Holland Burundi, signe ce contrat de financement de l’évacuation des ressortissants Burundais hors territoire burundais, pour “services rendus”, plus précisément pour leur collaboration et participation active dans le ternissement de l’image du Burundi en matière des droits de l’homme.

DESCRIPTION DES FAITS

Sur le contrat référencé EIDHR/2014/351-864, une organisation dénommée : Organisation qui œuvre pour la défense des Droits des Enfants et des Familles en Difficulté représenté par un certain Rénovat NININAHAZWE qui se présente comme Président de l’organisation, demande des fonds pour l’évacuation de deux élèves de l’École Technique Secondaire de Kamenge (ETS Kamenge). Il s’agit de NDEREYIMANA Marc et MANIREREKANA Ferdinand. Ces deux élèves sont connus comme étant membres de la Jeunesse Imbonerakure au sein de cet établissement. Ils sont présentés comme ayant contribué à la dénonciation des méfaits que le mouvement auquel ils appartenaient pratiquait dans l’établissement où ils évoluaient. Ces fonds, d’un montant de 10.000 euros, seront remis ces deux transfuges via l’ONG War Child Holland Burundi, signataire du contrat.
Les investigations faites par Burundi Facts ont prouvé que ces deux élèves non seulement étaient membres des Imbonerakure au sein de l’ETS Kamenge mais aussi ils étaient les responsables de ce mouvement de jeunesse au sein de cet école. Ce qui conduit naturellement à conclure qu’ils ont fait un rapport de dénonciation sur des pseudo exactions dont ils étaient présumés assurer eux-mêmes la planification, l’exécution et le suivi. En d’autres termes, Patrick Spirley avait besoin des témoins hors de tout doute, dans le rapport qu’il allait soumettre devant le Parlement Européen (Art 1.1) et qui a été le prétexte à l’Union Européenne a décréter des sanctions contre le Burundi.
En réalité qu’est-ce qui s’est passé. Les deux jeunes ont été infiltrés par le réseau de Pacifique NININAHAZWE, qui les connaissait comme responsables des Imbonerakure à l’ETS Kamenge. Il leur a miroité des visas en Europe, avec beaucoup d’euros. Les élèves ont succombé vite à la tentation des montants d’argent qu’il leur proposait en vue de mener des actions de déstabilisation au sein de l’établissement. Ces derniers vont accepter la mission et ainsi une grève sera enclenchée dans le réfectoire, grève qui sera le début d’une série d’incidents qui conduiront au limogeage du Directeur de l’école. N’ayant pas réussi à étendre le mouvement dans d’autres établissements, ces deux élèves se sont retrouvés isolés. Des stratagèmes seront alors mises en place par leur commanditaire, ici Pacifique NININAHAZWE, pour réussir à leur éviter des sanctions qui les attendaient. Inutile de revenir sur les rocambolesques histoires de tentative d’empoisonnement et autres qui feront la une des journaux de la “bien-aimée” radio RPA. L’affaire se clôturera en catimini car comme nous le verrons, les deux comparses auront quitté le pays sans difficulté. C’est maintenant avec ces documents, qu’on sait que c’est avec la bénédiction d’une main étrangère: l’Union Européenne.
Le deuxième contrat a pour référence EIDHR 214/353-854. Le FOCODE demande le financement pour l’évacuation de Pacifique NINIHAZWE et sa famille du territoire national vers l’étranger, en Uganda plus précisément selon les termes de l’accord entre l’Union Européenne et l’ONG War Child Holland Burundi. Dans l’exposé des motifs Pacifique NINIHAZWE est décrit comme un militant des droits de l’homme, pacifiste dont la vie est menacée à cause de son opposition à la candidature de Pierre NKURUNZIZA. Non seulement Monsieur NINIHAZWE n’a jamais été pacifiste, mais les organes de sécurité du Burundi ne l’ont jamais considéré comme une quelconque menace. Son mouvement étant trop minoritaire au sein de la jeunesse Burundaise, ses actions n’ont jamais pu mettre en danger la paix publique. Trop remuant, notamment sur les médias, ses tapages prêtaient plutôt à sourire qu’à autre chose. Certes avec le verbe facile, il a su duper certains diplomates Occidentaux, notamment ceux de l’Union Européenne et surtout le Chef de sa délégation à Bujumbura, Monsieur Patrick Spirley, sur sa capacité à ébranler par un mouvement populaire le pouvoir du CNDD-FDD. Cependant tout observateur avisé savait que Pacifique NINIHAZWE et ceux qui étaient avec lui naviguaient à contre-courant d’une large opinion Burundaise.
La convention de subvention de l’évacuation de Monsieur Pacifique NNIHAZWE et sa famille du Burundi est signée par Monsieur Patrick SPIRLET représentant l’Union Européenne au Burundi et Francesca BOMBI chef de mission de War Child Holland Burundi.

QUELQUES OBSERVATIONS TROUBLANTES

Au-delà des manquements à la déontologie en matière de convention de financement, il sied ici de signaler par exemple le fait que Pacifique NINIHAZWE fait une demande de subvention pour une organisation alors que c’est lui-même en personne le bénéficiaire réel. Ou alors des sommes fantaisistes comme la location d’un véhicule pour deux jours à 600 Euros la journée.
La fameuse conférence de presse de Mai 2014 pendant laquelle les ténors de ce qui était la société civile d’alors ont menacé de mettre le pays à feu et à sang si jamais Nkurunziza était candidat à un autre mandat à la tête du pays, a été le point de départ d’une campagne de déstabilisation avec des actions dont la réalité sur terrain était impossible à cerner mais dont l’écho médiatique était plus que perceptible. Il s’agit ici des turbulences au sein de l’ETS Kamenge, qui faisaient les choux gras de Pacifique NININAHAZWE à la RPA, du fameux câble des Nations Unies sur la distribution des armes à Rumonge et dont le principal accusé se retrouvera parmi les responsables du putsch du 13 mai 2015 (Général Kiroho), des assassinats ciblés et des lancements de grenades dont les auteurs se retrouveront sous la protection des pays voisins. Tous ces événements auront pour principal prétexte la candidature de Pierre NKURUNZIZA. Il est curieux de constater que certains de ces “actions” ont été déclenchées plus de six mois avant que cette candidature ne soit annoncée. Il faut, pour mieux cerner le comportement de l’Union Européenne, noter les faits qui suivent :
L’union Européenne à travers sa représentation au Burundi et certaines ONGs sont impliquée dans la déstabilisation du Burundi bien avant la candidature de Pierre NKURUNZIZA ; les documents en notre possession le prouvent à suffisance.
Comme déjà mentionné ci-haut, les investigations de BurundiFacts ont prouvé que les personnes ayant bénéficié de l’assistance de l’Union Européenne via l’ONG War Child Holland Burundi n’étaient en aucun cas menacées par aucun service de sécurité Burundais. Il a été impossible de trouver des faits concrets qui peuvent attester de la réalité de ces menaces. La conclusion la plus logique a été que ces financements ont été plus pour faire taire les témoins éventuels en cas d’investigations sur les crimes commis durant cette période, éviter de les mettre dans une situation où ils n’auraient d’autres choix que de dénoncer leur commanditaire et du coup étaler au grand jour les manigances de l’Union Européenne et de certaines ONGs dans leur commandite des “actions” pour un changement de régime au Burundi: l’insurrection sanglante qui allait avoir lieu à partir du 26 avril 2015, coup d’état du 13 mai 2015, invasion en provenance du Rwanda à Kabarore, assassinat du Général Adolphe Nshimirimana et les attaques simultanées de trois camps militaires de Bujumbura en Dec 2015, etc.
Le dénominateur commun des bénéficiaires réels de l’assistance de l’Union Européenne via War Child Holland Burundi est d’avoir ‘’contribuer à salir l’image du Burundi en matière des Droits de l’Homme au sein de la Communauté Internationale’’. En effet pour les responsables de l’Union Européenne à Bujumbura il était impératif de trouver un motif visible et capable de frapper leur opinion et par là justifier les coups tordus auxquels ils se sont adonnés pour arriver à la chute du régime du CNDD-FDD.
La polémique qui fut au sein de la société civile entre la primauté des droits sociaux économiques et des libertés fondamentales auraient prêté à sourire dans un pays comme le Burundi. Cependant, Pacifique NINIHAZWE et ses amis continuaient à défendre mordicus que les Burundais avaient plus besoin de liberté que de pain. Cette posture n’avait d’autre objectif que de créer des situations de tensions dans le pays, dans le but de séduire et frapper l’opinion des contribuables occidentaux.
Il est clair que même dans l’hypothèse où Pierre NKURUNZIZA ne se serait pas présenté comme candidat à sa propre succession, cela n’aurait pas mis fin aux tentatives de déstabilisation du Burundi. Le fait que certaines actions aient été planifiées longtemps à l’avance suffit à étayer cette hypothèse.
L’ONG War Child Holland est un exemple de la capacité de nuisance de certaines organisations sous le couvert de l’action humanitaire. War Child Holland Burundi est allé en dehors de son cahier de charge en contribuant à l’évacuation des personnes dont l’action avait enfreint la loi du pays. Ce comportement mafieux, déjà dénoncé ailleurs, est un exemple de l’implication politique des ONGs internationales qui sont plus au service de leur bailleur que de celui des populations qu’ils sont censés aider.
Dans nos investigations poussées, il a été remarqué que le même procédé a été utilisé pour l’exfiltration de certains putschistes après l’échec de leur tentative. Compte tenu du temps relativement long que peuvent prendre certaines démarches au niveau administratif, il est clair qu’une telle opération a été préparée en amont. BurundiFacts n’a eu aucune difficulté à conclure sans aucune marge d’erreur, de l’implication directe de certains fonctionnaires de l’Union Européenne dans le putsch manqué du 13 mai 2015. La précipitation qui a marqué la prise de sanctions contre le Burundi s’inscrit dans le cadre de la rage et de la vengeance contre une “action” longtemps préparée à l’avance à hauteur des millions d’euros, mais qui a tourné au vinaigre, au grand désarroi de l’Union Européenne.
L’Union Européenne a travaillé dans la logique d’un changement de pouvoir à Bujumbura, c’est ce qui continue à être le seul motif de son action sur le Burundi.

DISTURBING REVELATIONS:
CONFIDENTIAL DOCUMENTS ON THE EUROPEAN UNION IMPLICATION IN THE ATTEMPTED “REGIME CHANGE” IN BURUNDI

BurundiFacts acquired two confidential documents from the European Union representation in Bujumbura, the Burundian capital. These two documents, which are grant contracts between the European Union and the NGO War Child Holland in Burundi, cover the financing of two “Actions”, according to the terms used in the said contracts (Art 1.2), in the Republic of Burundi after December 2, 2014, for contract number EIDHR 214 / 353-854, and after October 30th 2014 for contract number EIDHR / 2014 / 351-864.
COMMON TRAITS BETWEEN THE TWO CONTRACTS

Article 1.3 of the two contracts speaks of the “conditions for the granting of this subsidy” which would be recorded in “annexes” supposedly “known and accepted” by War Child Holland Burundi. What are these annexes? What is the nature of their content?
In reality, these mysterious annexes are missions orders to be executed by the final beneficiaries, War Child Holland Burundi only being an intermediate beneficiary. For these two contracts, the European Union, through the NGO War Child Holland Burundi, signed these contracts for the financing of the evacuation of Burundian nationals from Burundian territory for “services rendered”, more precisely for their collaboration and active participation in the undermining Burundi image on the human rights level.
These missions include, among others, the organization of the “insurrectional action” of spring 2015 by Pacifique Nininahazwe, which resulted in the first attempt of “regime change” with the failed coup d’état of 13 May 2015.

FACTS DESCRIPTION

In the contract EIDHR/2014/351-864, it references the Association pour l’encadrement des Enfants aux droits de l’homme (AEEDH) or the Association for Children Management on Human Rights, represented by Rénovat NININAHAZWE as the chairman of the organization, asks for funds for the evacuation of two students from the Kamenge Secondary Technical School (ETS Kamenge). The two students are Marc Ndereyimana and Ferdinand Manirerekana. The two students were known as members of the Imbonerakure Youth in this institution. They are presented as having contributed to the denunciation of the misdeeds that their movement in the establishment where they were involved. The funds, amounted to 10,000 euros, were to be delivered to the defectors via the NGO War Child Holland Burundi, the signatory of the contract.

BurundiFacts investigations proved that these two students were not only members of the Imbonerakure within the ETS Kamenge, but also they were responsible for this youth movement within this school. This leads to conclude that they made a report denouncing abuses for which they were presumed to be themselves responsible of planning, executing, and monitoring. In other words, Patrick Spirlet needed witnesses beyond any doubt in his report to the European Parliament (Art 1.1), which was the pretext for the European Union to impose sanctions against the Burundi.
What happened in reality? The two youngsters were infiltrated by the Pacifique Nininihazwe’s network, who knew them as leaders of the Imbonerakure at ETS Kamenge. He offered them visas to Europe, with a substantial financial package. The students quickly succumbed to the temptation of the amount of money they were promised to earn in order to carry out destabilization actions within the school. The latter accepted the mission and a strike was launched in the refectory, which became the beginning of a series of incidents that led to the dismissal of the school head master.

Having failed to extend the movement to other institutions, these two students found themselves isolated, new ploys would be put together by their sponsor, Pacificique Ninihazwe, to help avoiding sanctions that awaited them. No need to mention again the questionable allegations of attempted poisoning and others stories that made headlines of the “popular” RPA. The plot ended in secret as the involved students easily left the country. These two documents provide evidence of the European Union’s direct involvement as a foreign entity in Burundi’s affairs.
The second contract is EIDHR 214 / 353-854. FOCODE calls for funding for the evacuation of Pacificique Nininahazwe and his family outside the country, in Uganda more precisely, in accordance with the terms of the agreement between the European Union and the NGO War Child Holland Burundi. In the explanatory statement, Pacificique Nininahazwe is described as a human rights activist, a pacifist whose life was threatened because of his opposition to the candidacy of Pierre Nkurunziza. Not only Mr. Nininahazwe was never a pacifist, but the security organs of Burundi never considered him a threat. His movement was insignificant among Burundian youth that his action had never endangered public order. Too charismatic, especially through media, his activism was taken as mere amusement. Certainly, with his eloquence, he was able to fool certain Western diplomats, especially those of the European Union and especially the Head of its Delegation in Bujumbura, Mr. Patrick Spirlet, on his ability to shake the power of the CNDD-FDD by a popular movement. However, any wise observer knew that Pacificique Nininahazwe and cronies were up against a large portion of Burundian opinion.
The grant agreement for the evacuation of Mr. Pacificique Nininahazwe and his family from Burundi is signed by Mr. Patrick Spirlet representing the European Union in Burundi and Francesca Bombi, head of mission of War Child Holland Burundi.

FEW DISTURBING OBSERVATIONS

Beyond the ethical breach with regards to the financing agreements, it is important to point out, for example, that Pacificique Nininahazwe was applying for a grant for an organization while on the contrary it was himself the actual beneficiary. Or some ludicrous compensations like renting a vehicle for two days at 600 Euros a day.

The famous press conference of May 2014, during which the tenors of civil society at the time threatened to put the country on fire and blood if the incumbent President Nkurunziza was a candidate for another term, was the starting point of a destabilization campaign with actions whose reality on the ground was difficult to grasp but for which media coverage was more than effective. In this case were talking the unrest in ETS Kamenge, which Pacificique Nininahazwe used at his advantage at the RPA, the famous United Nations cable on the arms distribution in Rumonge and whose main accused was among those responsible of the May 13, 2015 failed military coup (General Kiroho), targeted assassinations and the grenades attacks whose authors sought left the country to be harbored in neighboring countries. All these events were carried out under one pretext: the candidacy of Pierre Nkurunziza. It is important to underline that some of these “actions” happened more than six months prior to the CNDD-FDD convention in April 2015 in which the president re-election bid was announced.

In order to better understand the European Union behavior, it is necessary to consider the following facts:

The European Union through its representation in Burundi and some NGOs were involved in the destabilization of Burundi long before the candidacy of Pierre Nkurunziza was announced; the documents in our possession prove it enough.

As already mentioned above, BurundiFacts’ investigations about the people who benefited from the help of the European Union via the NGO Child War Holland Burundi were in no way threatened by any Burundian security service. It is impossible to find tangible proofs that can prove the existence of any threat. The most logical conclusion is that those funds were used more likely to silence potential witnesses, in the event of investigations into the crimes committed during that period, and also to avoid putting them in a position where they wouldn’t no choice but to incriminate their sponsor and therefore expose the European Union and certain NGOs underhanded funding of “actions” for a regime change in Burundi: the bloody insurrection that was to take place from April 26, 2015, the May 13, 2015 military coup, invasion from Rwanda through Kabarore, assassination of General Adolphe Nshimirimana and simultaneous attacks at three military camps in Bujumbura in Dec 2015, etc.)

The common denominator of the actual beneficiaries of European Union assistance through War Child Holland Burundi was to have “contributed in the smear campaign against Burundi’s image with regards the human rights to the international community”. Matter of fact for the European Union leaders in Bujumbura, it was imperative to find a striking event capable of shocking their local opinion and therefore justify their actions against the CNDD-FDD regime.

The civil society argument on fundamental freedoms primacy over the economical social rights was just absurd in a country like Burundi. However, Pacificique Nininahazwe and cronies continued to defend mordicus that Burundians needed freedom more than bread. The only objective of this approach was to create tensions in the country in order to seduce and attract the opinion of Western contributors.

It is clear that even if Pierre Nkurunziza had not run for his own re-election, it would not have stopped attempts to destabilize Burundi. The fact that some actions were planned long way in advance is sufficient to support this claim.
The NGO War Child Holland is an example of the nuisance capacity of some organizations under the guise of humanitarian action. War Child Holland Burundi went outside its specifications by contributing to the evacuation of those whose actions had violated the law of the country. This mafia like behavior already decried elsewhere, is an example of the political involvement of international NGOs that are more at the service of their lessor than of the populations they are supposed to help.

In our extensive investigations, it was observed that the very same process was used for the exfiltration of some coup plotters after their failed attempt. Given the time taken by some particular administrative procedures, it is clear that such operation was prepared upstream. With the evidence at hand, BurundiFacts concludes that there is direct involvement by certain officials of the European Union in the failed coup d’état of May 13, 2015.
The precipitation which marked the taking of sanctions against the Burundi is part of the rage and revenge in reaction to an “action” that was long prepared in advance worth millions of euros, but which has turned sour, to the great disarray of the European Union.

The European Union worked with the logic of changing the regime of Bujumbura, which is what continues to be the motivation behind its action on Burundi.
